Inconsistent Signage

Britain: What's the difference between these two signs? Well to me, the one on the left says "welcome bikes", whereas the one on the right says "no bikes allowed".

As it turns out, they both mean "no bikes allowed". However, only the one on the left is regularly used. This would be acceptable if other "prohibition" signs followed the same pattern. But signs such as "no right turn" and "no u-turn" have the red slash across them, as you might expect.

It would make a lot more sense to have a red slash across any sign meant to prohibit something. Then again, perhaps I'm just an arrogant foreigner.

More signs here. Note the "no motor vehicles" sign.
