Creative Public Space for Cheap

Washington: The courtyard of the EPA offices is a large beautiful space that beckons people to gather. It's been enhanced by a group that puts on free concerts on certain evenings with a dance floor and a bar. It's complimented by some very funky plastic furniture, palm trees, and desert-like tents that lend a festive and relaxed atmosphere to what is normally a very formal place.
