Solar Batteries for Cell Phones

Phoenix: At Solfest this weekend, I ran into a guy talking on a regular Nokia cell phone with what looked like solar panels on it. Astonished, I asked him about it, and sure enough, the lithium-ion battery had been altered to charge itself on solar energy. It turns out there are dozens of companies turning these things out for just about every model.
They will also work just like a normal battery (you can charge them from the wall) and even when completely drained will still work if there's enough sun. Brilliant, if you ask me!

I think solar powered cells are a very good thing to happen, especially for a country like India where solar energy is in abundance and electric energy is in scarcity.
We can all imagine the benefits that a common man will get, if this is feasible and affordable.
I want to ask on how to decode a phone been it a GSM or a cingular one and i want to know how to decode the phones.
