Something very similar has been done in Paris. I wrote about it here and I was very impressed.

Also quite interestingly, there is a linear park in south London that is in fact a converted canal. This is a much smaller scale project (and in a depressed area) but is conceptually rather interesting. (I talk about it and provide a photo in the same post).
